In continuation with series of  strategic liaisons to reposition Defence Industries Corporation of Nigeria(DICON) towards becoming the hub for Military Industrial Complex in Nigeria and boost local defence production, the Director General (DG) DICON and the Executive Chairman of Roving Guard Nigeria Limited  (RGNL) had today 30 July 2025 signed a Memorandum of Understanding (MoU) to boost local sufficiency in manufacturing of various calibers of ammunitions and other defence hardware for  the Armed Forces of Nigeria (AFN) and other security agencies.

RGNL is one of the reputable indigenous defence companies that specializes in the manufacturing and development of advanced military equipment ranging from production of drones, arms, ammunitions to integrated defence systems towards enhancing national security and operational effectiveness of AFN and other security agencies.

Speaking during the ceremony, the DG DICON, Major General Babatunde Ibrahim Alaya, affirmed that the partnership would achieve the Federal Government projection of achieving self-sufficiency in defence manufacturing while reducing foreign importation by the year 2027 as outlined in the DICON Act 2023.

Furthermore, General Alaya added that the collaboration would not only strengthen Nigeria’s defence capabilities but also position the Country as a regional leader in defence production with the potential for exporting excess capacity to other African nations.

 

General Alaya further stated that with RGNL’s advanced technological capabilities coupled with the support of its foreign partners, the collaboration would produce world class defence equipment manufactured  locally while also ensuring self-sufficiency to support regional security.

 

Also speaking during the event, the Executive Chairman of RGNL, Dr Gazzali Salisu Buhari, asserted that the partnership would also establish state- of -art production facilities in-country for the production of ammunition, small arms, drones and other advanced defence system tailored towards addressing the needs of the AFN and other security agencies. He further stated that the joint venture will focus on establishing assembly lines for local production of ammunition, weapons, drones, and other critical defence equipment. In his closing remarks, the DG DICON also express his appreciation to the President and C-in-C of the Armed Forces of Federal Republic of Nigeria, President Bola Ahmed Tinubu, for signing the DICON Act 2023, and for the continuous support of the HMOD, HMOSD, CDS and Service Chiefs.
