The Defence Industries Corporation of Nigeria (DICON) is a parastatal of Ministry of Defence is desirous to enter into joint venture Public-Private Partnership (PPP) arrangement for the establishment of Military and Para-Military Clothing and Accessories Factory (MPCAF).   A joint venture Special Purpose Vehicle will be incorporated in accordance with the provision of Companies & Allied Matters Act, 1990.  The partnership is to renovate and manage the existing facilities and construct new buildings for production purposes within the DICON premises, Kaduna, Kaduna State, Nigeria.  A land area measuring 11,313m2 has been earmarked for the proposed factory.

The primary objective of the proposed project is to establish a state-of-the-art MPCAF in Nigeria using the most modern technology available, high-quality inputs and highly experienced personnel to produce quality garments to cover the demands of the Armed Forces including other agencies whose personnel wear uniform. The key objective of the partnership is to promote “Made-in-Nigeria” products.

The MPCAF, when established, should have the capacity to produce at minimum the following set of products per annum: Office Uniform (1,000,000), Camouflage Uniform (1,000,000), Winter Coat (500,000), T-shirt (500,000), and Boxer (500,000), etc.

DICON now invites interested firms and/or consortium of firms to participate in the qualification process for selection of a joint venture partner for the MPCAF in Kaduna.  DICON envisages the selected joint venture partner will undertake designing, financing, building, operating and maintenance of the facilities based on terms and conditions to be set out in the PPP contract.  Interested firms and/or consortia may submit their Qualification Statement in response to this RFQ for short-listing and issuance of a detailed Request for Proposals (RFP).

To be eligible for selection, the firm and/or consortium should have a track recorded of efficiency in service delivery and should have provided uniform collection to at least two countries Armed Forces, including Camouflaged Uniform, Class A Uniform, Class B Uniform, Ceremony Uniform and their decoration and to submit Collection Catalogue as further prove of those collections. The design, Colors and pattern of the Uniform shall be unique to Nigeria and scientific explanation for the design, color and its pattern shall be provided

To participate in the qualification process, interested firms and consortia are encouraged to submit three (3) printed bind copies and a soft copy of the following documents to the address below not later than 31st July, 2018 at 12 noon: (1) Profile of the firm including organizational structure, staff strength, clientele, contact details (phone number, email, contact person); (2) 3-Year audited accounts; (3) Evidence of experience in financing, operating and managing similar MPCAF; and (4) Any other relevant information that would enhance the chances of firm’s or consortium’s qualification.
