Rebranding DICON signals the beginning of the repositioning of the Corporation.

The turn-around story of DICON can therefore be traced to the political will of Mr. President, President Muhammadu Buhari, who directed the Ministry of Defence to urgently articulate a proposal for the establishment of a Military Industrial Complex to produce weapons and other equipment for the country's Armed Forces and reduce reliance on reluctant foreign suppliers. This directive was further driven by the clear strategic directions from both the MOD and Defence Headquarters under the able leadership of the Chief of Defence Staff.

In order to key into the new strategic direction and be relevant both within and outside Nigeria, DICON under my able leadership had to do the honest self-assessment. This led to the evolution of a new vision, mission statement and logo to drive the Corporation for optimal performance.

The Corporation also saw the need to immediately address foundation problems as well as staff welfare issues. This position is aptly captured by Peter Drucker who said that "Nothing is less productive than to make more efficient what should not be done at all. Find everything that is wrong with it and fix it."

A steady plan was made to tackle the problems which hitherto militated against the smooth take-off of production at the Ordinance Factory of which the factory's production lines have been revived beyond 90% and production has commenced in full blast.

It is my commitment therefore "To transform DICON for maximum output towards national defence and enterprise, I pledge to catalyse all directorates and units through target-driven endeavours, improved welfare and focused leadership."
