The Honourable Minister of Interior, Dr. Olubunmi Tunji-Ojo, has reaffirmed the FG’s strong commitment to inter-agency collaboration, innovation, and national development during a high level engagement with organisers of the African International Defence Exhibition (AFRIDEX) 2026.
The Honourable Minister of Interior, Dr. Olubunmi Tunji-Ojo stated this in his office when he received Major General Umar Alkali and his delegation on a courtesy visit.

Speaking during the visit, the Hon. Minister, Dr. Olubunmi Tunji-Ojo, described the initiative as “a very special programme,” emphasizing that meaningful progress within Nigeria’s defence and security architecture can only be achieved through collaboration rather than isolated efforts. He stressed that institutions must embrace openness and partnership to maximize impact and national growth.

Dr. Tunji-Ojo commended the AFRIDEX initiative as a vital platform for both emerging and established innovators, particularly Nigerian youths who continue to demonstrate exceptional creativity in digital and cybersecurity sectors. He noted that providing visibility for such talents is essential for national pride, economic advancement, and global competitiveness.

The Minister further highlighted the importance of research as the backbone of development, calling for stronger linkages between innovation and market opportunities. According to him, creating platforms where innovators, manufacturers, and investors can interact is critical to ensuring that research translates into tangible economic value.

Encouraging the organisers, he advised that AFRIDEX should become an annual event, noting that while the maiden edition may present challenges, it will also provide valuable lessons for future improvements. He also called for broader collaboration across all security and intelligence agencies, stressing that “this is not a time for territorial thinking, but for collective progress.”

Reaffirming the Ministry’s support, the Minister described the initiative as one that represents “the future, not just the present,” adding that sustained efforts in this direction would attract international participation and foster the growth of indigenous industries.

On visa facilitation, Dr. Tunji-Ojo acknowledged ongoing improvements but recommended the establishment of a dedicated support desk to ensure seamless entry processes for the anticipated influx of international participants.

Earlier, Major General Umar Alkali expressed appreciation to the Minister for granting the audience and acknowledged his continued support for capacity building and inter-agency cooperation. The delegation formally introduced AFRIDEX as a premier global defence and security exhibition scheduled to hold from October 26–29, 2026, at Eko Atlantic City, Lagos.

Organized with the support of the Federal Government of Nigeria and hosted by the Ministry of Defence in collaboration with the Defence Industries Corporation of Nigeria (DICON), the event aims to bring together global leaders, policymakers, industry experts, and innovators. The exhibition will showcase cutting-edge solutions across land, air, maritime, space, and cyber domains, with an expected participation of over 30,000 international attendees and 500 exhibitors.

Akali highlighted the critical role of the Ministry of Interior in ensuring the success of the event, particularly in areas of security and visa facilitation. He formally invited the Honourable Minister to participate, while requesting the Ministry’s support in promoting AFRIDEX through its platforms and encouraging participation from agencies under its supervision.

The visit concluded with a mutual commitment to partnership and a shared vision of positioning Nigeria as a global hub for defence innovation and security solutions.

In a defining moment for Nigeria’s national security and economic future, President Bola Ahmed Tinubu’s signing of the Defense Industries Corporation of Nigeria (DICON) Act 2023 marks the dawn of a new era. As the legislator who sponsored this bill in the National Assembly, I have seen firsthand how this reform transforms DICON from a relic of our post-independence history into a vital pillar of a dynamic military-industrial complex poised to attract both domestic and international investment.

Since its founding in 1964 as a modest ordnance factory manufacturing rifles, submachine guns, and ammunition for domestic use, DICON has faced limitations that hindered its growth. The new legislation grants it the authority to serve a dual role: as a manufacturer and a regulator. For the first time, DICON is empowered to inspect, certify, license, and oversee all ordnance materials intended for Nigeria’s armed forces, security agencies, and export markets. This development guarantees standards, safety, and alignment with our national security priorities, while promoting transparency in an industry often marked by opacity.

However, the true innovation of the Act resides in its liberalization of the defense ecosystem. By facilitating structured public-private partnerships, it encourages private capital, both domestic and international, to enter a sector that was once firmly under state control. This is not merely a policy adjustment; it signifies a strategic shift toward economic sovereignty in an era marked by global instability.

Consider the investment landscape it unveils. Nigeria’s defense market, driven by sovereign demand, presents a de-risked opportunity with predictable procurement cycles. The domestic need for light weapons and ammunition alone exceeds nine billion dollars annually, excluding uniforms, protective gear, armoured vehicles, drones, surveillance systems, and communications equipment. In addition, within the regional context, as African nations face increasing security threats and pursue greater autonomy, Nigeria is positioned to become West Africa’s defense manufacturing hub. Exports to ECOWAS partners could reach between ten billion and eighteen billion dollars annually, transforming defense expenditure from a drain on foreign reserves into a source of revenue.

The prospect of state police, a reform championed by the Tinubu administration, enhances this potential. If constitutional amendments allow each of Nigeria’s thirty-six states to establish independent forces, the demand for equipment including vehicles, crowd control systems, ammunition, and secure communications will rise substantially. DICON’s facilities, strengthened through strategic partnerships, could address these needs on a large scale, achieving economies of scale that standardize quality, promote exports, and sustain billions within our economy.

The ripple effects go well beyond weaponry. Defense manufacturing acts as an industrial multiplier, driving job creation across various skill levels from tailors and welders to chemists, engineers and software developers. It stimulates local economies through housing, apprenticeships and the growth of supply chains. By localizing production we save foreign exchange currently lost on imports that make up more than ninety five percent of Africa’s security hardware and we also reduce vulnerability to supply chain disruptions and geopolitical pressures.

Furthermore, strategic alliances with global manufacturers offer the potential for technology transfer, indigenous research and development, and workforce upskilling. These developments are expected to influence other sectors, including steel fabrication, electronics, chemicals, and digital integration, thereby positioning defense as a catalyst for broader industrialisation.

This aligns seamlessly with President Tinubu’s Renewed Hope Agenda which emphasizes security autonomy economic diversification job creation and foreign direct investment. In a nation besieged by insurgency banditry and separatist tensions outsourcing security is untenable. Local production shortens supply lines enhances readiness and transforms defense expenditures into domestic capital formation.

As Major General Babatunde Alaya, Director General of DICON, insightfully noted, this framework establishes the foundation for a genuine military industrial complex. However, its realisation requires united determination: legislative oversight, engagement with investors, industrial collaboration and public support. Security is a national endeavour, not confined to a single government department.

For investors looking towards Africa’s emerging opportunities, the message is clear and unequivocal: the legal protections are in place, the market is extensive, the demand is certain, and the political resolve remains steadfast. Nigeria’s defense sector is on the verge of rebirth, promising not only improved security but also lasting economic transformation.

In a historic step towards achieving self-reliance and advancing Nigeria’s defence capabilities, the Ministry of Defence and the Ministry of Steel Development have signed a Memorandum of Understanding (MoU) between the Defence Industries Corporation of Nigeria (DICON) and Ajaokuta Steel Company Ltd., marking a significant milestone in Nigeria’s quest for self-reliance in defence production and national industrial growth.

The event, which took place at the Ministry of Defence in Abuja on Monday, signifies a major milestone in the Federal Government’s efforts to transform Nigeria from a consumer of military hardware into a proud producer.

The Honourable Minister of State for Defence, Dr. Bello Muhammad Matawalle, MON, noted that the significant event comes at the right time with high-impact prospects that will improve national security and drive Nigeria’s economic growth.

“This particular MoU is unique in many respects as it comprehensively covers its scope — both national security and economic growth,” he stated.

 

The Minister highlighted that the ceremony was not merely an agreement signing, but a powerful testament to the success of the DICON Act 2023 and a clear signal of Mr. President’s vision for the production of military hardware and equipment for Nigeria’s Armed Forces and other security agencies.

 

Minister Matawalle also emphasised the Ministry of Defence’s commitment to leveraging such partnerships and expertise that will empower Nigeria to achieve its industrial goals and enhance national security.

 

In his remarks, Prince Shu’aibu Abubakar Audu, the Honourable Minister of Steel Development, said the signing of the MoU was as a result of the signing of the DICON Act 2023 by President Bola Ahmed Tinubu. He also commended Minister Matawalle for his commitment to ensuring peace and security in the country, citing successes especially in defence production.

The Director General of DICON, Major General Babatunde Ibrahim Alaya, described the signing as an enduring commitment to Nigeria, stating that the MoU will create jobs and build local capacity in defence-related industries.

Furthermore, HM Matawalle expressed his delight, noting that the signing reaffirms the Federal Government’s vision for responsible resource utilisation, local advancement, and inclusive economic progress.

 

The MoU includes the provision of raw materials required for the production of essential military and defence infrastructure — all in line with the DICON Act.

In pursuit of strengthening Nigeria’s defence-industrial base and advancing local content in the oil and gas sector, the Defence Industries Corporation of Nigeria (DICON) and Oida Energy Limited signed a historic Memorandum of Understanding (MOU) on Tuesday, 16th September 2025 to establish the country’s first in-country oilfield shaped charge manufacturing facility.

The signing ceremony, which was held in Abuja marks a groundbreaking step in reducing Nigeria’s reliance on imported oilfield explosive technologies while deepening indigenous industrial capacity.

When operational, the facility will provide safe, reliable, and locally manufactured shaped charges to support upstream petroleum operations and enhance technology transfer and technical expertise within Nigeria. It will also

create jobs and skills development opportunities for Nigerians while contributing to foreign exchange savings by reducing import dependence.

The event was graced by the Director General of DICON, Maj Gen BI Alaya, CEO/MD OIDA Energy Limited, Engr Emeka Ene, representatives of the Chief Executive of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), officials of the Office of the National Security Adviser (ONSA), as well as senior directors and officers from both organisations.

 

In his remarks, the Director General of DICON described the collaboration as a “critical step towards building indigenous capacity in sensitive and strategic industrial technologies.”

 

Similarly, the CEO/MD OIDA Energy Limited reaffirmed the company’s commitment to “delivering world-class standards in local manufacturing to support Nigeria’s energy and security needs.”

Both the NUPRC and the ONSA commended the initiative, highlighting its alignment with government policies on local content, security, and industrial development.

 

This partnership underscores the power of public–private collaboration in driving national industrialisation and represents a major milestone in Nigeria’s journey towards self-reliance in critical energy and defence technologies.

REPORT ON THE VISIT OF GLOBAL INDUSTRIAL & DEFENCE SOLUTIONS (GIDS) PAKISTAN TO DICON HELD AT ARMY WAR COLLEGE ABUJA

 

A delegation from Global Industrial & Defence Solutions (GIDS), a Pakistani state-owned defense conglomerate, visited the Defence Industries Corporation of Nigeria (DICON) for a partnership discussion. The meeting, which took place at Army War College, Abuja was aimed at exploring a collaboration to bolster Nigeria’s defense industrial capacity in line with the new DICON Act 2023. The primary objective of the visit was to establish a framework for a joint venture between GIDS and DICON.

 

 

 

The proposed partnership focuses on the production of Unmanned Aerial Vehicles (UAVs), bombs, missiles, and other defense items. GIDS, as a leading defense manufacturer in Pakistan, has a wide-ranging portfolio, including air systems, land systems, and naval systems, and has a strong record of exporting to over 16 countries.

 

 

 

Discussions highlighted GIDS’s readiness to address and mitigate all potential bureaucratic challenges that could affect the ease of doing business in Nigeria. This commitment is crucial for ensuring a smooth and efficient partnership. The Director General of DICON, Major General Babatunde Ibrahim Alaya, expressed his full support for the collaboration. He highlighted that this partnership aligns with DICON’s new strategy to foster growth and achieve self-sufficiency in military production, as mandated by the DICON Act 2023. General Alaya emphasized that such partnerships are vital for transforming DICON into a viable military-industrial complex capable of meeting the defense needs of Nigeria’s armed forces.

The visit was a significant step toward a strategic partnership that will enhance Nigeria’s defense capabilities and reduce its reliance on foreign procurement.

 

The collaboration with GIDS offers a valuable opportunity for technology transfer and capacity building in advanced defense manufacturing.

The Defence Industries Corporation of Nigeria (DICON) has achieved another strategic partnership milestone during the ongoing African Chiefs of Defence Staff Summit 2025 held at the Bola Ahmed Tinubu International Conference Centre, Abuja. At the event, Major General BI Alaya, Director General of DICON signed a Memorandum of Understanding (MoU) with dmg Events, a UK-based company represented by Nick Ornstien, to co-host the first-ever International Defence Exhibition in Lagos, Nigeria.

The exhibition, tagged AFRIDEX 2026, is scheduled to take place from 26 to 29 October 2026. Co-hosted by DICON and dmg Events—a global leader in planning and organising exhibitions—AFRIDEX promises to showcase cutting-edge defence technologies from around the world while strengthening Nigeria’s defence capabilities.

The signing ceremony was witnessed by the Chief of Defence Staff Armed Forces of Nigeria, General CG Musa, OFR and several African Chiefs of Defence Staff, defence attachés, and other distinguished personalities from across the continent. AFRIDEX 2026 is set to become Africa’s premier defence and security platform, bringing together global leaders, innovators, and policymakers to collaborate on strengthening security across the continent. The 2026 edition will be the largest defence and security exhibition in Africa, uniting military officials, government representatives, and technology pioneers from across the globe. Both local and international defence companies will showcase their products and services, including armoured vehicles, aircraft, naval vessels, weapons, ammunition, drones and other advanced defence systems.

The Defence Industries Corporation of Nigeria (DICON), in collaboration with the Chemical Society of Nigeria (CSN), Kaduna Chapter, hosted a tree planting exercise at the DICON Ordnance Factory (Ordfac), Kakuri, Kaduna.

The event, themed “Reacting for a Greener World”, was aimed at promoting environmental sustainability and combating climate change.

The Chairperson of CSN Kaduna Chapter, Emi Johnson Umoeka, in her remarks highlighted the responsibility of chemists in addressing the environmental impact of chemical processes.

She noted that since human activities, particularly in chemistry, contribute significantly to pollution, accordingly chemists must also take the lead in mitigating its effects.

She described the tree planting initiative as a resolution by chemists to be at the forefront of the fight against climate change. Emphasizing that trees are vital in absorbing greenhouse gases such as carbon dioxide and methane. She also expressed appreciation to the Director General of DICON for supporting the campaign.

Speaking at the event, the Director General of DICON, Major General BI Alaya, commended the initiative and pledged his full support. He described tree planting as an investment in posterity, stressing that trees are essential for human survival as they purify the air, provide shade, and protect the environment.

He further applauded CSN Kaduna Chapter for choosing DICON to flag off the first phase of its tree planting campaign, adding that environmental sustainability should be a collective responsibility aimed at “cleaning the mess we made.”

The symbolic exercise saw no fewer than ten trees planted by Major General BI Alaya, alongside DICON’s Director of Production, Air Commodore E Benson, Director of Business Development and Planning, Mr. N Livingstone, and executives and members of the Chemical Society of Nigeria.
